The council approved two contracts: $123,597 to St. Nick's Christmas Lighting and Decor for holiday decoration installation and removal (5-0), and $102,932 to BluLynx Solutions LLC for grant administrative services (four council members recorded yes; Bowers's vote is not captured in the transcript).
