What Happened
The council's largest direct spending approval was $302,956 to Camino Real Chevrolet for Water Department fleet vehicles, passed 5-0 on the consent agenda from a $370,000 Municipal Water Fund allocation; the record does not explain the approximately $67,000 gap between the allocation and the vendor payment. Three new Human Resources positions — one labor relations analyst and two HR specialists — were approved 5-0 at a total of $84,359 spread across four separate budget line items, partially offset by what the HR director stated is approximately $15,000 in savings from eliminating one vacant Office Assistant II position. The council adopted 5-0 a list of SB1-funded road projects for FY 2024-2025, drawing on a recurring $2.46 million state grant for the sixth consecutive year, covering several street rehabilitation corridors and the Wilmington Avenue pedestrian and bicycle project, with no new city general fund dollars appropriated. The Third Quarter Investment Report — reflecting $54.56 million in city receipts and $30.42 million in city expenditures through approximately April 15, 2024 — was received and filed 5-0; this is a financial reporting item, not a new spending approval. Three small business owners spoke during public comment about tobacco product citation enforcement, the largest cluster of public input on a single topic; no members of the public directly addressed any of the spending items on the agenda.
