What Happened
The council's largest spending approval of the night was an $834,365 recurring contract with Sweeping Corp of America for citywide street sweeping (5-0), the sole respondent to the city's RFP; the city manager stated the city cannot retain equipment operators as the reason for continued outsourcing, and two public speakers questioned why the work is not brought in-house. The council also approved $116,201 to PlanetBids Inc. split into two sub-$100,000 line items — a $72,519 recurring contract and a $43,682 purchase order from the General Fund (5-0) — a flagged split-payment pattern; and $20,610 to IGM Technology Corp (Gravity) under one agenda item, similarly divided into a $14,610 recurring contract and a $6,000 purchase order (5-0), repeating the same split-payment pattern seen with PlanetBids. Additionally, $149,718 from the Insurance Recovery Fund was approved for Priority Heating and Air Conditioning Inc. for HVAC unit replacement at a city facility (5-0), and $75,000 combined was authorized for Tandym Group LLC and Robert Half International Inc. for accounting temporary staffing in the controller's office, with a council member noting the monthly cost approximates what a permanent employee would cost (5-0). A first reading of an ordinance establishing forfeiture of nuisance vehicles used in street takeovers passed 5-0 after council debate on whether the fines were large enough and whether the city has the enforcement capacity to collect them; Item 4 (Security Services Supervisor salary range) was pulled by staff without a vote, and board removal and appointment votes each passed 4-0-1 with Bowers abstaining. Fourteen members of the public addressed the council, with comments concentrated on street sweeping service quality, pothole conditions across multiple districts, and the street takeover ordinance.
