A first reading of an ordinance establishing forfeiture of nuisance vehicles used in street takeovers passed 5-0 after council debate on whether the fines were large enough and whether the city has the enforcement capacity to collect them; Item 4 (Security Services Supervisor salary range) was pulled by staff without a vote, and board removal and appointment votes each passed 4-0-1 with Bowers abstaining.
