A legal services retainer agreement for fiscal years 2023–24 and 2024–25, covering outside law firms at rates up to $350 per hour, was not brought to a vote after the city attorney withdrew endorsement, citing firm performance concerns and noting in-house attorneys earn $50 per hour. A motion to receive and file the FY 2020–2021 audited financial statements — a non-spending informational item — was tabled after Councilwoman Duhart requested additional review time; the city controller stated the audit identified approximately $69 million in prior-period adjustments, and the external auditor stated FY 2022 and 2023 audits are targeted for completion by December 2024.
