What Happened
The council's largest spending approval was a $857,450 contract amendment with Dudek for groundwater remediation at Fire Station 1, passed 5-0 with no public comment on the item; the contract is broken into four sub-components ($505,000; $177,000; $97,500; $77,950), with one line at $97,500 sitting just below the $100,000 approval threshold, and all five Dudek line items across the agenda total approximately $1.71 million. The council also approved, 5-0, a professional services agreement with Agile Occupational Medicine establishing an open purchase order not to exceed $75,000 from the General Fund for occupational medicine services, also with no public comment on the item. The meeting's largest dollar figure — a $301.76 million investment portfolio balance and $3.11 million in first-quarter interest earnings — came from an informational City Treasurer presentation and represents no new spending. Ten members of the public addressed the council during general comment, most raising allegations of city credit card misuse by Councilmember Spicer and at least one other individual; the mayor announced she would call a special meeting that Thursday to address the credit card issue.
